City of York Council members last night (10th October) agreed would advertise for a new Director of Education, Skills & Children’s Services.

The move was challenged by opposition Councillors who argued that a £15,000 a year salary supplement was unnecessary against the Councils difficult financial position.

Liberal Democrats argued against high guaranteed salaries although recognised that there could be a bonus arrangements to recognise outstanding performance. (The Council’s Chief Executive is already on performance related pay).

Labour Cllr Williams told the Council that the cost of the supplement would be taken from the education budget. A view which parents may find somewhat alarming.

The post will become vacant at the end of the year when Kevin Hall, the interim Director of Education, Skills & Children’s Services, leaves to become Director of Children’s Services at East Riding Council.

The interim position was created following the departure of the Director of Adults, Children’s and Education Services in March, which saw the creation of a Director of Health & Wellbeing with responsibility for Adult Care Services, and an Interim Director of Education, Skills & Children’s Services.

The authority is putting into place short-term cover arrangements for the post and expects to go out to advert before the end of October.

The Council’s Pay Policy 2013 (approved at Council on28th March 2013), stipulates that full Council should approve any Chief Officer Pay Package over £100,000 in value.
