Improvements to the much criticised cycle path built on the A1237 near Wigginton may be coming to a conclusion.

The York Council has published the following legal notice.

Notice is hereby given that City of York Council, not less than 7 days from the publication of this Notice, intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984 prohibiting vehicles from proceeding in A1237 York between its junctions with Wigginton Road (B1363) and Haxby Road (closed road) during the period commencing at 1900hrs on the 15th day of November 2014 and ending at 0700hrs on the 20th day of January 2015 (works period) or at time when new Haxby Cycleway Bridge installation works being undertaken by crane operations from the closed road have been completed whichever is the earlier. This is to ensure that the said works can be carried out safely. It is envisaged that the prohibition will only be put in to place, between the following times and dates:

  • 1900hrs on Saturday 15th November 2014 till 0800hrs on Sunday 16th November;
  • 1900hrs on Sunday 16th November 2014 till 0630hrs on Monday 17th November;
  • 1900hrs on Monday 17th November 2014 till 0630hrs on Tuesday 18th November.

An alternative route for diverted traffic will be available via Wigginton Road, Mill Lane, The Village, York Road, Haxby Road and vice versa. Traffic signs/barriers will indicate the extent of the prohibitions.

Road works next week on The Mount

City of York Council will carry out essential resurfacing works on three junctions on The Mount. Work will take place on the junctions of Dalton Terrace, Albemarle Road, and Scarcroft Road from Monday 10 November.

The work is programmed to last five days and will take place between 7pm-11pm.

In order to carry out these works safely, temporary road closures of the junctions The Mount/Dalton Terrace, The Mount/Albemarle Rd and The Mount/Scarcroft Rd will be in place. Traffic on The Mount will be managed using two way temporary traffic lights. Work will not be carried out on weekends.

City of York Council have announced that it is to reconstruct the junction at St Leonards Place, Bootham, Gillygate starting on the 17th November 2014.

The works are programmed to take 1 week to complete, working Monday to Friday between 7:00pm and 5:00am.

To carry out the works safely, a temporary full road closure will be in place between 7:00pm and 5:00am Monday to Friday, with some accommodation works taking place outside of these times.

Due to the nature of the works and the deep excavations taking place, it will not be possible for the buses to access the bus stops on St Leonards Place and all buses will be diverted to temporary bus stops.

Residents and visitors will have pedestrian access to properties and local attractions and Traffic Management Officers will be on site to escort pedestrians where required.

Residents in the works area will have pedestrian access to their properties but no vehicular access will be possible during the hours of working. Parking is not permitted on any of the roads involved. The car park entrance within the works will be affected and may not be accessible at all times during the works. Access to Marygate and Union Terrace car parks will still be available from Bootham and Clarence Street respectively.

Emergency services will be permitted through the works in an emergency situation and pedestrian access will be available at all times. Cyclists will have to dismount and use the footways when travelling through the affected areas.

Windermere Footway Reconstruction

 The City of York Council will start work week commencing 29th September 2014 to reconstruct the footway shown on the plan right.

This scheme is programmed to take 3 weeks, weather permitting.

The work consists of excavating the current tarmac surfacing, re-grading the stone foundation and relaying a new layer of tarmac.

Selected road kerbs are to be replaced and a tactile crossing is to be installed across the junction with Bramble Dene.

The Contractor carrying out the work will be City of York Council’s Highways department who are responsible for safety and for providing access while the work is ongoing.

The contractor will be working between 8.00am and 4.00pm Monday to Friday.

Sleepless nights as work overruns evening deadline

For the second night running, resurfacing works near Walmgate Bar have extended beyond the 11:00pm deadline.

Local residents have complained that they had been given no notice of the changes to working hours which were announced 2 weeks ago.

Earlier in the week a fractured water main was blamed for congestion but the Council have yet to explain the cause of the latest delays.

The Council originally said that works would be restricted to the period between the hours of 6.30pm and 11.00pm.

The works are scheduled to be finished by 19th September.

Traffic congestion on Walmgate/Foss Islands Road/Barbican Road/Lawrence Street from Monday

City of York Council is to resurface the carriageway at the junction of Walmgate/Foss Islands Road/Barbican Road and Lawrence Street starting on the 8th September 2014. 

The works are programmed to take approximately 2 weeks in total to complete, working weeknights only between the hours of 6.30pm and 11.00pm.  

In order to carry out these works safely, the use of a temporary road closure will be necessary whilst works are taking place.  A signed diversion route will be in operation for local and through traffic whilst the works are ongoing. Outside of working hours, the road will be open to traffic as normal.

Poppleton Bar delays continue as Council responds to Freedom of Information request

At the last Council meeting Councillors were told that all work on the Poppleton Bar Park and Ride project would be completed by the end of July.

However there is still a considerable amount of work outstanding with periodic impacts on congestion levels in the area.

While the final May deadline for conclusion of the whole Access York contract is long past, it is unclear why there are continuing delays at Poppleton (other than the obvious one that the contractors are simply not fully resourcing their contract obligations).

Councillor Ann Reid is now pressing for answers and some have emerged as responses to Freedom of Information requests

One (click to download) confirmed that the whole Access York project – of which the Poppleton works form part – was due to be completed by 23rd May.

Meanwhile, the permanent traffic signals at the A59 junction with the Park and Ride access road are now in place, but the following work is still outstanding

  1. Considerable surfacing and landscaping work
  2. White lining (e.g. on the cycle path exit from the A1237 pedestrian/cycle tunnel. (If this is intended to be a shared cycle/[pedestrian space then it does not seem to comply with the specification agreed with the Blind and Partially Sighted Association)

Yesterday (Thursday) the street lights in the area were permanently lit. Taken with the decision to exclude the provision of on-site electricity generation from the project, this does seem to fly in the face of the Councils environmental policies?

Drivers now want a realistic completion date for the project.

Residents would also like to be reassured that there are penalty clauses in the contract which will be invoked to compensate the Council, taxpayers and drivers for the inconvenience and additional expense that they have suffered over the last few months.
