Tadcaster Road resurfacing work to start on 20th May

Road maintenance work on Tadcaster Road in Dringhouses, will get underway on Wednesday 20th May for a period of four weeks (weather permitting). The site extents are as shown on the map below. The works will be carried out between 9.00am and 5.00pm Monday to Friday only.

The resurfacing work follows the allocation of £633,000 from the council’s Highways budget for improvements to this stretch of road and cycle lanes.

In order to carry out the work safely, the use of phased lane closures under traffic lights will be necessary from the junction with Middlethorpe Drive to the junction with Knavesmire Road whilst works are taking place. Works will be carried out under 200 metre sections on a rolling process.  This is to ensure that adequate health and safety is maintained for both local residents, the travelling public and the contractor.  Site staff will be on hand to advise and assist residents about any access restrictions once the works are ongoing.

All on-street parking will be suspended for the duration of the works, but specific access requirements can be arranged by speaking to the site Traffic Management Operatives, who will coordinate with residents (and business requirements) around the ongoing work operations.

Household waste and recycling collections will take place as normal.

Whilst these works are taking place on Tadcaster Road, there will be some ‘large patching’ work done on St Helens Road. In order to carry out the work safely, the use of a full road closure from, but not including, the junction of Tadcaster Road up to, but not including, the access to Cross Keys car park will be necessary. The works at this location are likely to take no longer than one day.

Road and footpath schemes announced for 2020/21

The Tadcaster Road resurfacing scheme is carried forward from 2019/20, when it was allocated £633,000. Local councillors have queried why, in the 2020/21 published programme of works, the scheme is listed as having a budget of £560,000 and the extent of the scheme seems to have shrunk from its original scope in the 2019/20 programme (The Horseshoe to St Georges Place) to Ainsty Grove to St Georges Place.

We have received clarification from officers that the total budget available for the Tadcaster Road scheme in 2020/21 remains at £633,000 and the extent of the works will be as per the 2019/20 programme.

No footpath resurfacing works are planned for Dringhouses & Woodthorpe ward, other than those to be funded from the ward capital budget – these are a section of the Little Hob Moor cycle path and the path across Woodthorpe Green linking Summerfield Road and Glenridding.

How does the council decide which roads and paths get resurfaced?

In order to produce the programme of highway works for each year, council officers draw information from a number of sources:

  • Inspectors undertake an annual visual proactive condition survey of all roads and footways, this in addition to their monthly inspections for reactive maintenance
  • Digital camera capture condition survey of all roads and footways (GAIST)
  • United Kingdom Pavement Management System (UKPMS) visual and machine surveys (SCANNER) which records skid resistance.

All of this inspection data is collated by GAIST to produce five condition categories for sections of public highway, being grade 1 (very good), grade 2 (good), grade 3 (fair), grade 4 (poor) and grade 5 (very poor).

Each road and footway is assessed and given a ranking (score) based on a range of criteria, all metrics of the network were collated and a treatment solution determined.

In order to develop a set of schemes in accordance with the best practice promoted by the Department for Transport the council additionally considers criteria such as accident data, traffic levels, footfall, bus frequency,  proximity to schools, shopping centres etc.  This produces a list of schemes that can be delivered within the budget.

Councillors set the budget, but officers devise the list of schemes (other than ward-funded schemes).

Clarification over Moor Lane road works

City of York Council has clarified that Moor Lane in Woodthorpe will NOT be closed whilst works are undertaken to remove cats eyes and apply a surface dressing.

A sign had appeared at the roadside suggesting that the road would be closed on Tuesday 28 April between 9am and 7pm. This is not correct and the sign is to be amended.

The council has now confirmed that the cats eye removal work will take place on Tuesday 28 April between 6pm and 9pm, and that the road will not be closed. In order to carry out these works safely, the use of ‘Stop / Go’ traffic control boards will be used whilst works are taking place to manage lane closures, together with the use of a lead vehicle convoy system to guide traffic past the works at a safe and constant speed.

A press release issued by the council stated that ‘resurfacing works’ would be undertaken on Sunday 3 May between 9.30am to 11am. The nature and extent of the works has now been clarified following a request from ward councillors. We are advised that a ‘surface dressing’ will be applied to the road surface. ‘Stop / Go’ boards will again be in use.

We have asked that whilst these works are being done, the opportunity is taken to sort out the very deep potholes on Askham Lane just before the A1237 roundabout.

Road works planned for St Helens Road

Signs have gone up announcing that St Helens Road will be closed from Tuesday 7th April for three days.

The council’s Streetworks teams have advised that the closure will allow remedial works to be done to the road surface after problems arose following Northern Powergrid works undertaken late last year.

The 3-way lights at the junction with Tadcaster Road will be turned off and a temporary pedestrian crossing will be in place.

Greene King pledge to fill pothole

Greene King, which is responsible for the Quaker Wood pub car park on Acomb Wood Drive, has committed to filling in the large pothole at the car park entrance.

In an e-mail from their Guest Relations team, Greene King say that “the Surveyor has been made aware of the issue and that a contractor has attended and submitted a quote for the repair works which has been approved, work will commence within the next 10 days.”

Shoddy road reinstatement work to be rectified

Action is to be taken to rectify shoddy road reinstatement work undertaken by a Northern Powergrid (NPG) contractor on Eason View.

City of York Council’s Streetworks team has been in regular contact with NPG about the need to return and reinstate the road surface to an acceptable standard.

NPG have agreed to come back and re-work the crumbling trench, with dates to be confirmed. The two-year guarantee period for the work will then restart after the second attempt at reinstatement has been completed. NPG will be using a different contractor to deliver the remedial works.

St Helens Road resurfacing work set for February

City of York Council will be carrying out carriageway maintenance works at St Helens Road starting on 10 February 2020 for a period of 2 days (weather permitting). The works will be carried out between 9.15am and 4.30pm.

The works will consist of resurfacing the road and the reinstatement of all road markings. The speed humps will be put back at a later date which will not require a road closure.

In order to carry out these works safely the use of a temporary road closure from the junction at Tadcaster Road up to, but not including, the junction of Eason View will be necessary whilst works are taking place. A clearly signed diversion route will be set out for through traffic. 

All on street parking will be suspended at these times but any specific access requirements maybe arranged by speaking to the Site Traffic Management Operatives who will co-ordinate with residents and business requirements around ongoing construction operations. Any vehicle remaining on the street during the suspension time may be liable to a parking fine and removal costs.

Household waste and recycling collections will take place as normal. Buses will be diverted during working hours.

The diversions for bus services are as follows: Towards Acomb: Tadcaster Road, Moor Lane, Chaloners Road, Eason View, Turnmire Roadd, Thanet Rd, Eason View, Chaloner’s Road. Towards York: Chaloners Road, Eason View, Turnmire Rd, Thanet Rd, Eason View, Chaloners Rd, Moor Lane, Tadcaster Rd.

In addition to the above, the council will be carrying out kerbing and drainage works on 3rd and 4th February working 9.30m – 4.00pm. These works will be carried out under local traffic management and the road will be open as normal. Parking will be suspended during this time also.

Emergency services will be permitted through the works in any situation. Cyclists will have to dismount and use the footways.

Resurfacing boost for Moor Lane

City of York Council has announced that the stretch of Moor Lane from the ring road roundabout to Cairnborrow is to be resurfaced in November.

The news comes after residents and local Lib Dem councillors raised the deteriorating state of the road, particularly on the bend.

The works will commence on 25th November for a period of 3 nights (weather permitting) and works will be carried out between 7.30pm and 5.00am.   In order to carry out these works safely the use of a temporary road closure from the ring road to the junction with Cairnborrow will be necessary. A clearly signed diversion route will be set out for through traffic.
