Insurance pay offs totalled around £2 million in the last decade as the York Council struggled to meet a deluge of public liability claims

Many were from people who claimed to have fallen on uneven paths.

The number of successful claims has fallen dramatically over recent years as the Council contested claims supported by “no win, no fee” legal companies.

Until recently footpath and road surfaces were also in better condition although recent cuts by the Labour Council, on highways maintenance and winder maintenance (dealing with icy paths), may result in more claims in the future.

Taxpayers are typically now paying £1177 a week to fund residential accommodation for those with learning disabilities in the City.

Catering for those with physical disabilities can cost around £1465 a week.

A scrutiny committee will be told tomorrow that an overspend of £2.6 million is being forecast on the York Councils Adult Social Services budget. They are being told that Adult care could account for 50% of the Council expenditure within the next 10 years.

The report explains, “With developments in medical science young people with complex needs are living for longer and moving from children’s services to adult services, where they can need intensive support to keep them safe and able to live a full life. 35 young people have moved from children’s to adult services in the last 2 years, which is a trend we would not have seen even 5 years ago”.

The York Council has admitted that it will not meet many of its quality and speed targets in Asocial Services.

These include:

• A failure to place adults in settle accommodation

• Delayed discharges from hospital

• Delayed care assessments

We think that it is time to conduct an in depth investigation into performance of Social Services in York and for all the options for improvement to be publicised.

A dog owner, who allowed their pet to foul in the Oldman Court area in November, faced a £300 fine plus £135 in costs.

So far this year there has been 1 prosecution for dig fouling in the City. In 2 other cases Fixed Penalty Notices were handed out.

Officers enforcing the Christmas drink and drug drive campaign in North Yorkshire and the City of York have warned that it is only a matter of time before someone is killed or seriously injured by an over-the-limit driver.

Police arrested 23 people on suspicion of drink or drug driving over the weekend, taking the total number of arrests to 67 since the campaign began on 1 December.

Police investigating a serious road traffic collision on the A64 near York can confirm that the driver of the vehicle involved, a 30-year-old woman, was sadly pronounced dead at the scene of the incident.

Officers, who are still conducting investigations at the scene of the collision, are appealing to any witnesses to get in touch as soon as possible.

Anyone who can help the investigation is urged to contact North Yorkshire Police on 101 – select option 2 – and ask for Traffic Sergeant Paul Cording or Traffic Constable Gemma Wood.

Two temporary metal gates have been installed on the section of wall from Lendal Bridge to War Memorial, Station Rise.

One gate is adjacent to the benches on the wall-walk at the Lendal Bridge end on the City Wall; the other is at the bottom of the steps that give access to the City Wall from the road arch adjacent to the War Memorial.

The Council needed to restrict access to this section of wall when it closes the rest of the city walls due to ice and snow. There had been a couple of accidents during the recent icy weather.

In January work will commence the installation of railings along this section of wall. Access will be restricted during this installation work. Once the new railings are in place the temporary gates will be removed.

City of York Council on Thursday agreed to use the improved Sustainable Communities Act to give local residents more power to influence the government.

The Act became law in 2007 and aims to enable local councils to improve the local economy, protect the environment, promote social inclusion, and increase political activity.
