Changes to Askham Bryan college planned

Two planning applications at the Askham Bryan agricultural college are to be considered next week.

The first involves the provision of a silage clamp. The clamp will be located on the brow off a hill and is in the Green Belt. However planning permission has previously been given for extensions to the college which would have a similar impact

The second planning application is for an extension to the dairy unit. The proposed extension would be 53.75 metres by 13.5 metres creating a shed with a total measurement of 78.15 metres by 13.5 metres

New role for Terry’s factory building

155 car parking spaces will be provided.

Most of the flats will be built on land adjacent to the 5 star hotel which is currently under construction. The hotel is expected to boost the number of conferences that the auditorium hosts each year; underpinning the long term future of the entertainment venue.

A report to the Councils Planning committee says,

“The proposed housing block for the Barbican site maintains the layout previously approved in 2007. The building would have a varied roof height, being a mix of 4 and 5 storey high. The ridge height would be lower than the maximum height of the 197 bedroom neighbouring hotel. The elevations would be of brick (2 varieties) with a pitched roof.

The scheme has a more residential appearance, rather than the commercial appearance approved in 2007. There would be car parking at ground floor level, and it is also proposed to lease car parking spaces from the Q-park opposite”.

The developer is offering 12 of the properties for social rent.

Council official are recommending approval of the proposals which will be considered on 4th June.

NB. The same meeting will consider a proposal to provide 173 apartments by conversion of the old Terry’s chocolate factory building on Bishopthorpe Road. It is also recommended for approval

Council owns over 110,000 square metres of unused land

New figures obtained under Freedom of Information legislation suggest that the York Council has been slow to exploit the full potential of the  “brownfield” derelict land that it owns.

The list includes the former park and ride car park on Tadcaster Road which current houses a little used pay and display car park.

Residents had already highlighted the vacant plot to the rear of the Acomb Library which has originally been intend to house a replacement Acomb Council office together with some much needed affordable homes. The project was dropped by the new Labour Council in 2011 and the site has remained derelict ever since.

Now officials have suggested that the project may be revived although there have been absolutely no consultation on any proposals.

Most  of the vacant land is at the former Lowfields and Manor school sites. The Council has also courted unpopularity at Lowfields by refusing to keep local residents up to date on its development plans.

Also on the list is Oliver House which has been empty for over 2 years and for which offers of over £3 million have been received.

The Labour Council leadership decided to delay its sale until after the elections.

In total the Council owns 110,877 square metres of unused land.

Release of some of the land would go some way towards reducing housing pressures in the City while helping those who are campaigning to preserve the City’s Green Belt.
