£2 million cut from York transport improvement schemes

Residents will have to wait longer for improvement to transport arrangements following a private decision by the York Cabinet member with responsibility for transport. Earlier in the week he cut the programme value by over £2 million (25%) to £6.8 million.

It is particularly bad news for bus users who will bear the brunt of the cut.

Less is being spent on speed management schemes although the 20 mph city wide speed limit still figures in the programme. The introduction of the 20 mph limit in Woodthorpe/Acomb has been put back into the next financial year (although it is clear that Labour intend to ignore the local opposition to their scheme).

Most of the cut comes from the plan to provide 2 new park and ride sites in the City. Work on these is not now expected to start before the middle of next year.

The full list of changes it as follows

Access York Phase 1: Funding slipped to 2013/14, as construction on the two new Park & Ride sites is not expected to commence until the end of 2012/13.

Better Bus Area Fund programme: Funding slipped to 2013/14, as implementation of the larger schemes in the programme will not be carried out in 2012/13.

James Street Link Road Phase 2: Allocation slipped to future year as scheme progress is dependent on the progress of the new development off Layerthorpe.

CCTV Digital Migration: Addition of funding to allow CCTV cameras to be added to the dark fibre digital network.

Minster Piazza: Council’s contribution to public realm improvements scheme at York Minster. Payment is possible in 2012/13 or 2013/14.

Fishergate (Pedestrian Route to Barbican): Allocation increased due to higher cost of scheme (a funding contribution from Reinvigorate York has also been agreed).

Sustainable Transport Schemes: Amendments to scheme budgets to reflect latest cost estimates and scheme progress.

Cycling Network Priority Schemes: Allocation reduced in 12/13 and slipped to future year due to lower cost of schemes to be implemented in 2012/13.

20mph Programme: Allocation reduced in 2012/13 and slipped into next year due to lower costs of scheme being implemented in 2012/13.

Speed Management Schemes: Allocation slipped into 2013/14, as traffic calming measures linked to 20mph Limit schemes will be developed and implemented in 2013/14.

A19 Roundabout improvements. Allocation increased. As indicated in previous reports there was an outstanding claim from the contractor, which has now been resolved.
