Lendal Bridge – the unanswered questions

The Council claim to have published on their web site a complete list of answers given to question raised during their “twitter” Q & A session last week.

Problem is – they haven’t!

Amongst those still not answered are:

More Council services scrapped in west York

We understand that the Council is planning to stop the weekly housing benefit advice sessions that they had been running at the Chapelfields Community centre.

Acomb Council Office - closed in February 2012.

Acomb Council Office – closed in February 2012.

The service was one of those introduced to replace the “face to face” adv ice service which was lost when the Council’s Acomb Office closed 18 months ago.

Each Thursday morning the Council promised a “Housing advice, Council Tax Support and Housing Benefits service: 9am – 12 noon

It was one of five advice points were established last year, but now only the one at the Gateway centre (the most popular) will continue in Acomb.

Ironically this building is within 50 yards of the former Acomb Office.

Originally the intention had been to locate advice, and headquarter estate managers and community workers, at the Acomb Explore Library but this plan was scrapped when Labour took control of the Council in 2011.

Now Acomb residents face a long trek to the Council HQ in Toft Green. A telephone link may continue to be available at the Community Centre, but as many callers know, such services are inaccessible for some. We understand that the estate manager will still be present at the centre on Thursday mornings

NB. Callers to the main Council switchboard this week are reporting delays of up to 10 minutes before connection.

Numbers unemployed in York falls again

The number of people claiming Jobs Seekers Allowance (JSA) in York has again fallen, representing the lowest August figure since 2008.

City of York Council has today welcomed news that the number of people claiming Jobs Seekers Allowance (JSA) in York has again fallen, representing the lowest August figure since 2008.

The Office for National Statistics have released figures today stating that there are 2451 claimants in York, a decrease of 39 from last month and of 802 from August 2012.

The claimant count represents 1.8% of the working population and contrasts to the regional average which stands at 4.3%. The figures are also much lower than the national average which stands at 3%.

Tadcaster Road speed limit sign – Council explanation

VAS & car

The York Council has claimed that the new vehicle activated speed sign on Tadcaster Road will flash on whenever a vehicle approaches it WHATEVER SPEED IT IS DOING.

The matrix sign has apparently been installed by the Fire and Rescue Service and, although identical in appearance to the type of sign fitted by the Council on streets like Moor Lane, it is triggered by any approaching vehicle.

From observations it would seem also to be sensitive to vehicles travelling away from the sign on the other side of the road.

While the intention is to remind drivers of the speed limit on the road (30 mph in the case of Tadcaster Road), it does seem likely to cause confusion in some driver’s minds.

Many will expect such signs to be triggered only by those travelling in excess of the speed limit (as happens on Moor Lane).

The sign is likely to be in place for about 2 weeks.

Update – Waste bin emptying problems now hit Woodthorpe

UPDATE 1400 hours – Bins ARE now being emptied in Askham Lane, Chapelfields and Woodthorpe (which was also missed yesterday)

The Council web site now includes the following comment –

Waste Collection Services Update

A comprehensive review of waste collection rounds has been carried out and some service changes were implemented on 9th September 2013.

Our collection crews are working hard to ensure your waste is collected on the scheduled collection date. Please help us by ensuring your bin is presented before 7.00am on the date of collection.

Whilst the new collection rounds are settling down there will be instances when some properties are missed. We are sorry that on Wednesday 11th September some properties in the following areas did not have their collection on the scheduled day:

• Rubbish collection (black bin) – Acomb & Boroughbridge Road

• Garden waste (green bin) – Holgate & Acomb

We will return to these properties to make collections by the end of the next working day.

The Council have admitted that there are “bedding in” problems with the new refuse bins emptying arrangements.

Askham Lane - late Tuesday

Askham Lane – late Tuesday

That rather understates the issues faced by 100’s of residents who now don’t know when their bins will be emptied.

The Council web site was down yesterday and delays of around 5 minutes have been reported by residents trying to ring the Council help line.

Call for rethink on airport spending

Plans to spend £85,000 on marketing at Leeds Bradford Airport have been called-in by opposition councillors.

advertising airport

Last week the Labour Cabinet agreed that City of York Council would spend an initial £85,000 on marketing the city at the airport, with £10,000 for the development of the campaign followed by £75,000 for the roll out.

A further three instalment of £75,000 could then be invested over the next three years.

Bin changes could see a repeat of ‘Christmas Chaos’

Liberal Democrat Councillors are warning that bin changes introduced this week could see a repeat of the collection chaos which hit parts of York last Christmas.

The new waste and recycling times, which started this week, see changes to collection days for over 10,000 households in York. The changes will affect areas including parts of Copmanthorpe, Haxby, Wigginton, Huntington, Dunnington and Fulford.

City of York Council has claimed that all residents should have received a letter informing them of the new collection arrangements. However, there is growing concern that some residents are unaware of the changes and reports from residents in Copmanthorpe that their bins were not emptied yesterday. Councillors were only given details of the new collection times on Friday and therefore have been unable to help publicise the changes.

New speed warning sign on Tadcaster Road on the blink

A new vehicle activated speed warning sign has been installed on Tadcaster Road near its junction with Mayfield Grove.

New VAS on Tadcaster Road

New VAS on Tadcaster Road

Several dozen of the signs have been in use in York for the last 5 years. They are triggered when an approaching vehicle is detected to be over the 30 mph speed limit.

They are a warning to drivers. No details are retained by a camera.

However the new device on Tadcaster Road was today flashing a 30 mph warning message to virtually all approaching vehicles irrespective of their speed.

Those apparently exceeding the speed limit included service buses.

Local LibDem Councillor Ann Reid has raised concerns about Tadcaster Road which does have a poor speed and accident record. The Council is right to try to address these issues.

However, the new VAS was installed without any consultation and needs to be properly calibrated if it is to have any credibility.

NB. Over the last 5 months the Police camera van has caught over 200 motorists on Tadcaster Road breaking the speed limit.
